The public surveys asking the Vacaville residents to indicate which proposed trustee-area map is preferred, closed on November 29, 2018.
297 responses were received with 45% of the responses choosing the BLUE map 101 as the top choice. After reviewing the responses from the public, the VUSD Board of Trustees selected map 101 as the map that will be recommended to the County Committee for approval and adoption in early December 2018.

Hello VUSD Families,

We have decided to close schools and the district office tomorrow due to another forecast of air quality in the “unhealthy” range.  Please know that we do not take closing schools lightly, and we understand that this can have significant financial impact on our families. 

Under normal circumstances, we would remain open at AQI levels of 151-200, however we have concerns about the prolonged exposure to staff and students occurring this week.

I want to extend my love and support to our families, and I wish you all a peaceful holiday break.

As we learned with last year's fires, air quality can change significantly from hour-to-hour. VUSD will be looking to air quality resources for status updates and guidance about activity levels and exposure for staff and students.
We recognize that school closures have significant financial impact on many families, and will keep schools open whenever possible. Outdoor activities such as recess or PE may be held indoors.

In the event that school closures are required, parents will be notified prior to the start of the school day. We will keep families updated via text and email if smoke continues.

On September 20, 2018, the Board adopted Resolution No. 3, 2018-2019, in response to a letter, threatening to sue the district under the California Voting Rights Act (CVRA). Public Hearing A

Vacaville Unified School District Board of Trustee members are currently elected in “at-large” elections, whereby voters throughout the entire school district elect each trustee member.  On September 20, 2018, the VUSD Board adopted Resolution #3, 2018/2019, declaring its intent to transition from at-large to by-trustee area Board elections. A by-trustee area election system would require each Board member to reside within the designated trustee area boundary, and would be elected only by the voters in that trustee area.  

 

A school district seeking to transition to a by-trustee area election system must submit an application to the local County Committee on School District Reorganization (“County Committee”) for approval. If the County Committee approves the school district’s application, California Education Code section 5020 would require an election to approve the transition to by-trustee area elections.  

 

To avoid the costs associated with an election and to ensure timely implementation, the VUSD Board will consider seeking a waiver from the State Board of Education of this election requirement, as well as certain other Education Code sections related to the election requirement.  If the waiver is granted by the State Board of Education, no election to approve the change to by-trustee area elections will take place, and the County Committee’s decision on the District’s proposal will be final.

  

Pursuant to Education Code sections 5019 and 33050, the Board invites community input on the proposed waiver request.  Any member of the public or representatives of the school district will be provided the opportunity to offer oral or written comments on the matter. Community members who wish to provide input, but who cannot attend may submit remarks to PIO@Vacavilleusd.org or by mail to VUSD Public Information Office, 401 Nut Tree Rd., Vacaville, CA 95687.

The Vacaville Unified School District Board of Trustees will consider a resolution declaring the intent to transition from an at-large election system to a by-trustee area election system for the members of the governing board. The public meeting will be held on Thursday, September 20, 2018 at 6:30 PM at the Educational Services Center located at 401 Nut Tree Road in Vacaville.

 

Currently, the seven members of the VUSD Board of Trustees are elected under an “at-large” election system, in which all voters residing within school district boundaries vote for each member. In August 2018, the District received a demand letter from the law firm Shenkman & Hughes, demanding that the District change its method of election to a by-district (or by-trustee) system in compliance with the California Voting Rights Act (Elec. Code, § 14025, et seq.) (“CVRA”) or risk being sued by the firm. This is the same law firm that challenged the City of Vacaville’s election system, which led the City Council to vote unanimously to move away from at-large elections.

 

Under the CVRA, at-large elections are impermissible if they result in racially polarized voting or cause disenfranchisement of voters from a protected class. The only election system that provides VUSD complete protection from a CVRA claim is a “by-trustee area” election system. A by-trustee election system would require that voting districts be established within the Vacaville Unified School District boundaries. Each trustee must then reside within the designated voting district boundary, and trustees would then be elected only by the voters from the voting district in which the trustee resides. 

 

When a public agency receives this type of demand letter, the agency is given 45 days to demonstrate its intent to transition to by-trustee area elections.  If the VUSD does not adopt a resolution signaling its intent to transition from at-large to by-trustee area board elections within this 45 day “safe harbor window,” the law firm, or any other plaintiff, may file a lawsuit against the District under the CVRA. 

 

Superintendent Jane Shamieh commented, “Valid and reasonable points can be made on both sides of the discussion for at-large versus by-trustee area elections systems. However, a CVRA claim is very difficult to defend against and can result in extensive legal expenses. We do all that we can to preserve funds so that they can be used for students.  These are some of the reasons that the Board will be considering adopting the resolution of intention to change election systems.” 

 

The Vacaville Unified board will hear from the public and consider whether or not to adopt a resolution declaring the intent to transition from at-large to by-trustee area Board elections on September 20th. The public is invited to attend and make public comment during the meeting. Residents can also provide comments to PIO@VacavilleUSD.org.

Trumbull is best known for his historical paintings depicting the Revolutionary War that adorn the rotunda of the United States Capitol in Washington, D.C. Today in History… On June 4, 1754, twenty-two-year-old Colonel George Washington and his small military force were busy constructing Fort Necessity, east of what is known today as Uniontown, Pennsylvania. Washington’s men built the fort to protect themselves from French troops intent on ousting the British from the territory northwest of the Ohio River. Washington’s troops were surrounded at Fort Necessity, and forced to surrender to the French on July 3, 1754.

Locker Clean out will be this Wednesday. After your last final it’s time to empty out your locker. Take all personal belongings along with any books or other materials you might need for Thursday’s finals. Place any trash in the receptacles that you’ll find in the hallways. Today in History… The annual parade of “New York’s Finest” was filmed on June 1, 1899, in Union Square. At the turn of the century, the New York City Police Department (NYPD) was still recovering from scandals and allegations of corruption that tarnished its reputation in the 1890s. Four years earlier, the New York State Senate created a committee to investigate the department. The Lexow Committee issued a scathing report detailing serious criminal activity within the organization.

The California Healthy Kids Survey (CHKS) is the largest statewide student survey in the nation asking kids about their school environment and inclusiveness, drug use, suicide and other issues that effect learning. We use this survey to get a better understanding of what students are experiencing. This survey is a component of school improvement efforts to help guide the development of systemic health, prevention, and school environment (kindness) programs and curriculum.

Today in History… Patrick Henry was born on May 29, 1736, in Studley, Virginia. He was a brilliant orator and an influential leader in the Revolutionary opposition to British government. As a young lawyer in 1763, Henry astonished his courtroom audience with an eloquent defense based on the doctrine of natural rights—the political theory that man is born with certain inalienable rights.

THANK YOU, BULLDOGS! Our goal was to collect 44 lifesaving pints of blood at last Monday's final blood drive of the year. We ended up registering 53 donors and we collected 44 lifesaving pints…right on our goal! That makes 6 drives in a row that we have come in at or over 100% of our goal. Dogs are on a hot streak! Thank you for your generosity!

 

Welcome to Mental Health Awareness Week, Bulldogs! Come out to the grass by the E Building during lunch to join us for some Yoga today! Tomorrow is Wacky Wednesday! Get wacky and join us for some stress relief playing tag in the field between the softball field and gym during lunch!

Today in History… Essayist, philosopher, and poet Ralph Waldo Emerson was born in Boston on May 25, 1803. Son and grandson of Protestant divines, Emerson attended Harvard College and Harvard Divinity School, entering the Unitarian ministry in 1829.

Today in History… On May 23, 1865, the Army of the Potomac celebrated the end of the Civil War by parading down Pennsylvania Avenue in Washington, D.C. Only weeks before, mourners watched Abraham Lincoln’s funeral cortege travel the same thoroughfare. With many buildings still dressed in black crepe, this joyous procession could not help but remind spectators of that unhappy occasion.

Dandridge Custis Washington died of a severe fever. When she married George Washington in January 1759, she was twenty-seven years old and a widowed mother of two. She was also one of the wealthiest women in Virginia, having inherited some 15,000 acres of farmland from her deceased husband, Daniel Parke Custis.

Today in History…On May 21, 1796, attorney and statesman Reverdy Johnson was born in Annapolis, Maryland. Johnson represented Maryland, a slaveholding state south of the Mason-Dixon line, as a Whig, in the U.S. Senate from 1845-49 and again following the Civil War as a Democrat from 1863-68. Under President Zachary Taylor, he served as attorney general from 1849 until Taylor’s death in 1850. Johnson was considered a brilliant constitutional lawyer and won an 1854 Supreme Court decision in favor of a patent for the McCormick reaper.

plant 1000 flowers representing kindness and respect
Vacaville Unified students and staff are focusing attention May 18-25th on making intentional efforts of kindness, respect and understanding both with those around us and online. We will be planting, drawing creating flowers to represent the actions we take to be a positive influence our community. 

Will C Wood students will be joined by Buckingham and Vaca High students in downtown Vacaville this Saturday, May 19th to share the symbols of kindness with community members.

Country High, Alamo, Sierra Vista K-8, Padan, Markham, Hemlock/ACE, Jepson, Ernest Kimme Charter, Cooper, Fairmont Charter, Browns Valley and Educational Services Center will also be hosting activities on campus next week to engage students in deliberate acts of positivity.

Join us this week! Plant your seeds of positivity with those around you and create a flower that represents it.

                              No PAWS Today

 

Today in History…On May 16, 1868, the U.S. Senate voted 35 to 19, one vote short of the two-thirds majority needed to convict President Andrew Johnson of “high crimes and misdemeanors,” as he was charged under the eleventh article of impeachment. Ten days later, on May 26, the Senate also failed by the same margin (35 to 19) to convict Johnson on articles two and three. At this point the Senate voted to adjourn the impeachment trial without considering the remaining articles. When Johnson received the news, he broke into tears.

Today in History…Lyman Frank Baum, author of The Wonderful Wizard of Oz, was born on May 15, 1856, in Chittenango, New York. The son of a successful entrepreneur, Baum embarked on many careers before beginning to write for children. In his youth, he ran a small printing press to produce a monthly magazine for family and friends. As an adult, his creative work as an actor, playwright, and journalist was interspersed with commercial pursuits including poultry farming, store keeping, and window dressing.

Today in History…On May 10, 1865, Union troops captured Confederate President Jefferson Davis near Irwinville, Georgia. Davis and his Cabinet had retreated from Richmond after General Lee’s defeat at Petersburg on April 2, 1865. For several weeks the Confederate government had been in flight from the Union Army. Davis’ plan was to escape by sea from the east coast of Florida and to sail to Texas where he hoped to establish a new Confederacy.

Today in History…On May 8, 1846, General Zachary Taylor defeated a detachment of the Mexican army in a two-day battle at Palo Alto and Resaca de la Palma. This victory forced Mexican troops across the Rio Grande River to Matamoros, protecting the newly annexed state of Texas from invasion. Five days later, the United States declared war against Mexico. At the direction of President James K. Polk, General Taylor led American forces on to brilliant victories at Monterrey and Buena Vista.

Have you ever wanted to be a cabin counselor? How would you like to earn 96 hours of community service working with kids in the redwoods of the Santa Cruz Mountains? Sempervirens Outdoor School needs you! We are looking for a group of about 5-6 students who are excellent role models to attend the week of May 21-25 with Alamo Elementary School. 

 

We host groups of 5th and 6th grade students for week-long programs throughout the school year, and we recruit high school students to participate as cabin counselors. For more information about what we do, please check out our website www.exploringnewhorizons.org. Today in History…Archibald MacLeish, poet, dramatist, and ninth Librarian of Congress, was born on May 7, 1892, in Glencoe, Illinois. He attended Yale University where he chaired the Yale Literary Magazine. After service in World War I, he graduated from Harvard Law School. MacLeish practiced law for three years before resigning and moving his family to Paris.

Kevin is a motivational speaker, mental health advocate and an attempted suicide survivor who is known for his passionate support of mental health causes and prevention. This presentation is FREE, and all VUSD families are invited to attend.

Today in History… On May 4, 1626, Dutch colonist Peter Minuit arrived on the wooded island of Manhattan in present-day New York. Hired by the Dutch West India Company to oversee its trading and colonizing activities in the Hudson River region, Minuit is famous for purchasing Manhattan from resident Algonquin Indians for the equivalent of $24. The transaction was a mere formality, however, as the Dutch had already established the town of New Amsterdam at the southern end of the island.

 

It's Election Day, Bulldogs! Come out to the quad during lunch tomorrow to listen as each candidate for next year's Student Council shares their intentions and vision for the job so you can select who will represent you! Our candidates are: Noah Galgan and Alex Paschal for ASB President, Emily Chirila and Coulter Malone for ASB Vice President, Kamryn Patterson for ASB Secretary, and Hailey Kim and Josh Metcalf for ASB Treasurer.

Today in History… On May 3, 1494, Christopher Columbus sighted the island of Jamaica. Spanish colonists settled the island fifteen years later, and it fell into British hands in 1655. Although the Spanish introduced slavery to Jamaica, the British oversaw its development. By the end of the eighteenth century, Jamaica was one of the most valuable colonies in the world, its profitable plantation economy based on the production of sugar through the labor of African slaves.

Today in History… James F. Byrnes was born in Charleston, South Carolina, on May 2, 1882. (He falsified his year of birth in order to become a court reporter-stenographer in 1900. As a result, his birth year is often reported as 1879.) Although his formal education ended at age fourteen, Byrnes became a lawyer and had an influential role in the political careers of presidents Franklin RooseveltHarry TrumanDwight Eisenhower, and Richard Nixon.

Congratulations goes out to…Jake Levengood who made the USA Dream Team and won his match that took place in Indiana. Lawrence Saenz was a Jr. Freestyle State Champ two weeks ago. Chris Island won a National Folkstyle Championship in a tournament that took place in Iowa. Connor Shirar was recently 3rd place in the Folkstyle Division at the Western Regional Championships in Las Vegas, Nevada. Eric Hayward was 4th in the same event. Zane Martin and Tyee Ducharme where both named to the California National Duals Team that will compete this summer in Oklahoma.   With massive hard work come opportunities for greatness.   Go Dogs!  -Birch

Today in History… On May 1, 1764, Benjamin Henry Latrobe, considered to be the first professional architect in America, was born at Fulneck, a settlement of the Moravian Church near Leeds in Yorkshire, England. The son of a Pennsylvania-born musician and an Irish-born minister and church leader, Latrobe received a progressive education at Moravian schools in England and later in Germany. He apprenticed briefly in London, first with leading civil engineer John Smeaton (known for rebuilding the Eddystone Lighthouse) and then with Samuel Pepys Cockerell, an eminent neoclassical architect. Latrobe soon went into business for himself, but following the death of his first wife and subsequent financial problems, he emigrated to Virginia in 1795-96.

Today in History… On April 27, 1822, military leader and U.S. president Ulysses S. Grant was born in Point Pleasant, Ohio. A quiet, unassuming, and keenly intelligent man, Grant rose to national prominence as the commanding officer of the Union army during the Civil War. Though trained as a soldier at West Point, Grant never aspired to a military career. Of his early cadet years he wrote: “A military life had no charms for me, and I had not the faintest idea of staying in the army even if I should be graduated, which I did not expect.”

Today in History…Frederick Law Olmsted, America’s foremost landscape architect of the nineteenth century, was born on April 26, 1822. Son of a well-to-do Hartford, Connecticut, merchant, Olmsted spent much of his childhood enjoying rural New England scenery. Weakened eyesight due to illness forced him to abandon plans to attend Yale University. Instead, young Olmsted studied engineering and scientific farming, eventually putting his agricultural and managerial theories into practice on a Staten Island farm his father purchased for him.

Today in History… American sculptor Daniel Chester French was born in Exeter, New Hampshire, on April 20, 1850, the son of a lawyer who later became a judge and a government official. Reared in Cambridge and Concord, Massachusetts, French was embraced by members of Concord’s Transcendentalist community including Branson Alcott and Ralph Waldo Emerson. Author and fellow resident Louisa May Alcott encouraged French to pursue a career as an artist and Louisa’s younger sister, May Alcott, was an early teacher.

Today in HistoryOn April 19, 1775, British and American soldiers exchanged fire in the Massachusetts towns of Lexington and Concord. On the night of April 18, the royal governor of Massachusetts, General Thomas Gage, commanded by King George III to suppress the rebellious Americans, had ordered 700 British soldiers, under Lieutenant Colonel Francis Smith and Marine Major John Pitcairn, to seize the colonists’ military stores in Concord, some 20 miles west of Boston.

We simply encourage families (and students) to continue to consider and discuss the safety of all of our students. Today in History… At 5:12 a.m. on April 18, 1906, a magnitude 8.3 (Richter Scale) earthquake struck San Francisco. With thousands of un-reinforced brick buildings and closely-spaced wooden Victorian dwellings, the city was poorly prepared for the quake. Collapsed buildings, broken chimneys, and a water shortage due to broken mains, led to several large fires that soon coalesced into a citywide holocaust. The fire raged for three days, sweeping over nearly a quarter of the city, including the entire downtown area.

Today in History… Thomas Jefferson was born on April 13, 1743, at Shadwell in Albemarle County, Virginia.1 He was educated at the College of William and Mary and read law under the eminent Virginia jurist George Wythe. A member of the group of Virginia radicals who opposed Parliamentary policy from the early stages of the American Revolution, Jefferson came to special prominence in 1774 as the author of the influential pamphlet A Summary View of the Rights of British America. The following year he was elected to the Second Continental Congress, where he was chosen to draft the Declaration of Independence at the age of thirty-three.

Today in History…On April 12, 1776, North Carolina’s Provincial Congress authorized its delegates to the Second Continental Congress to vote for independence from Great Britain. The first formal call for American sovereignty, the “Halifax Resolves” not only guided North Carolina representatives, but also encouraged the Continental Congress to champion independence. Virginia directed its delegates to submit a resolution for independence. Richard Henry Lee introduced such a resolution on June 7, 1776, stating that the colonies “are, and of right ought to be, free and independent States.”

Propelled by gasoline while on the surface and by electricity when submerged, the Holland served as a model for modern submarine design. Congratulations to Anthony Hernandez, this week's Student of the Week! Mr. Davis nominates Anthony because he works hard every day and his hard work pays off in excellent work and very good grades! Way to go, Anthony!

 

Our Senior of the Week is Carlos Gollaz! Nominated by Ms. Renzi, not only is Carlos an amazing artist, he is an amazing person. He is friendly, kind, considerate of others and everything a Bulldog should be! 

 

*ANNOUNCEMENTS**

This weekend the VHS Robotics Team went to the Central Valley Regional Competition in Fresno. There were 48 teams and some of the best in the world. It was very exciting we made it all of the way to the quarter finals in which we were up against the number 1 and 2 ranked teams. We played the best two out of three and we lost but scored a lot of points against them and our robot performed very well, it just wasn't enough to take the win. We ended up taking two awards home; we won the team spirit award and the quality award. Great Job Robodogs! If you would like to join the Robodogs Robotics Team please see or school loop Mr. Morton to find out the next meeting will be, no experience required.

Today in History…The first official Arbor Day took place on April 10th, 1872. It is estimated that on this inaugural Arbor Day, Nebraskans celebrated by planting more than one million trees. The occasion fulfilled the dream of J. Sterling Morton, a newspaper editor and former governor of the Nebraska Territory. Morton, an ardent proponent of forestation, lobbied for a holiday to encourage the planting of trees. According to the National Arbor Day Foundation, counties and individuals that planted the most trees were awarded prizes.

 

**STUDENT RECOGNITION**

Congratulations to Anthony Hernandez, this week's Student of the Week! Mr. Davis nominates Anthony because he works hard every day and his hard work pays off in excellent work and very good grades! Way to go, Anthony!

The UC Davis Girls' Outdoor Adventure in Leadership in Science (GOALS) is offering this exciting summer program for the first time to all Junior Girls! It is a free summer science program for high school Junior girls to learn science hands-on while backpacking through the wilderness. Over the course of 2 weeks, students learn in the Sierra Nevada Mountains with UC Davis scientists. APPLICATIONS ARE DUE APRIL 15th! Today in History…Lee Surrenders - “It would be useless and therefore cruel,” Robert E. Lee remarked on the morning of April 9, 1865, “to provoke the further effusion of blood, and I have arranged to meet with General Grant with a view to surrender.” The two generals met shortly after noon on April 9, 1865, at the home of Wilmer McLean in the village of Appomattox Court House, Virginia. Lee’s surrender of the Army of Northern Virginia to Ulysses S. Grant, general-in-chief of all United States forces, hastened the conclusion of the Civil War.

Attention all Students interested in trying out for the VHS Dance Drill Team: Vaca High Dance Drill Team will be having tryouts for the 2018-2019 team. Tryout packets will be available in the front office at Jepson and Vaca High. All paperwork must be signed by a parent or guardian and turned in TODAY no later than 3:15 to Michelle in the front office at Jepson or the drill box at Vaca High.
